(AUTOGENEL): Add cedet loaddefs files.
(TAGS, TAGS-LISP): Use $lisptagsfiles4.
(update-elclist, compile-always, backup-compiled-files)
(bootstrap-clean): Add yet another directory level.
(update-elclist): Use LC_COLLATE rather than COLLATE.
(ELCFILES): Update, via `make update-elclist'.
